    Whatever the practical and political problems of providing a sound basic education may be, the far greater difficulty for poor children is the social deficit that they face, and the paucity of remedial programs and structures. Rebell’s idea of basic education as a right seems to incorporate such remediation, and in my view that represents a brilliant advance in conceptualizing the educational problem.
